driver as she was out celebrating her 24th birthday. this is th victim's dad. >> she was happy as can be. just, we have three children. she's our youngest. a wonderful woma a wonderful, wonderful girl. truly added to everybody's life. truly will be missed. especially by her mom and dad. >> reporter: for her to die this way. >> it's just horrible. it's unreal. >> reporter: pice say this happened around 1:30 this morning on the connecticut avenue ramp just south of dupont circle. keala ryan was getting out of the rear passenger seat of a car when she was hit baine suv. that suv flees the scene, headed toward dupont circle but not before a bicyclist writes down the tag number and calls 911. that led police to the garage of the elizabeth condominium in

friendship heights. there they located and seized this lexus suv. 30-year-old uriba davidson, a woman linked to that lexus, charged in montgomery county with driving under the influee. they say she refused to take a breathalyzer test. sources say police found evidence that someone used goof-off to try and clean the front end of that suv. now so far, no official charges in the fatal hit and run in the district. police will probably want to interview her as they continue to investigate thecase. back to you. pat collins, thank you. police are investigating an armored c robbery in bethesda, it happened just after noon today. police say two men approached the armored car outside the wachovia bank on wisconsin

avenue. the suspects robbed the guard, stole his weapon and then took off. no one was hurt right now, prince george's county police are holding a news conference in rponse to an alleged cheating scandal at the police training academy. dozens of cadets were now swor officers are accused of cheating on written tests. there is a fear that the scandal could put hundreds of criminal cases in jeopardy. news4's darcy spencer is there and will bring us a live report coming up at 5:30. in decision 2010a closely watched race for maryland brought the president out for a rally in prince george's county today. president obama appeared with governor martin o'malley urging demoatic voters to get as fired up as they were in the 2008 elections. the rally just wrapped up. chris? >> reporter: governor o'malley is running on his record that he is committed to higher education and has put a freeze on tuition at state colleges and universities tow past four years.

southwest. which runs parallel to i-295 in the district. tom sherwood has our story. >> reporter: okay. it wasn't exactly a scary scene from alfred hitchco's 1963 classic, the birds. but here along overlook avenue last night, there were reports of hundred of small dead birds just outside the massive blue plains water treatment facility. >> we contacted the d.c. department of health. we brought in while life experts. we've taken samples. it doesn't appear that any of those issues are in play. >> the fear was that some water treatment chemical or other contaminant had done in the bird it turn out the flock of might go rating birds, tinyhimney swifts were chasing bug and got hit by cars. >> they were feeding on the small bugs in the are from what we can tell, following bugs in their trajectory was

>> it is on the floor all the time. >> her 1 and a half-year-old son is at the age when he is crawling all over e hour, including in the kitchen where the family's yellow lab butter cup also has his meals. >> to be honest, when he started crawling, his favorite toy was the dog bowl. he would throw it everywhere. >> what she did not realize was she was putting her son at rick of getting sick from dangerous bacteria like salmonella that could be lurking in some pet foods. >> you're dealing with an animal product. most of the pet foods are sxookd that will destroy the salmonella. if anything is added afte the cooking process, like a flavoring, then that can increase the chance of a saonella contamination. >> since 2006, the food and drug administration has issued 13 pet food recalls due to salmonella contamination. a recent study by the centers for disease controlfound that from january 2006 through

october 2008, 79 people developed salmonella poisoning after coming in contact with tainted pet food. 32 of those cases were in children age 2 or younger. veterinarian ashley hughes works at the friendship hospital for animals. >> if the food were contaminated and you were to touch it and not wash your hands and somehow get it into your sysm, then yes, you could contract it. >> it is not just salmonella. e. coli and other toxins have been the source of past pet food recalls. she said getting sfrk your pet food is uncommon but when it happens, it can be 73 causing stomach pain, fehr and even death. fortunately it is easy to avoid. a keyafety practice is keeping pet food away om the kitchen. most of us feed our dogs and cats right in our own kitchens, from the kitchen counter with utensils, et cetera. you say don't do that. >> there was a recent study that

that said people who fed their dogs and cats in their kitchen were four time more liky to contract a bacterial infection from the food. >> that mean feeding them in another room and using specific utenls for pet food. she said to make sure you wash your hands after you handle pet food and keep children under 5 years old away from pet food, treats and feeding areas. >> we've been trying to take as many precautions as we can. >> once randy learned about the potential health problems with contaminated dog food, she has made some changes in her home. she puts butter cup's bowl away after eats. doesn't allow her son to feed the dog anymore. and is diligent about washing her hands after preping the pet's food. >> i think every mother gets pretty concerned about anything that can poe thitentially harm children. after learning that kit contain bacteria, a lot of

say they would be even more frazzled without them. according to an associated press mtv poll out today, 57% of students say life without computer and cell phones would makehem more stressed. still, aignificant number, 25%, said life without gadgets would be a relief. >> what did we do before the gadgets? >> exactly. most of us have dropped a cell phone a time or two. what happens if it winds up a pool or the toilet bowl? >> most cell phone providers don't replace a water damaged phone. experts say there are though, a w thing do you know to fix the problem yourself. one idea is to put the phone in rice. that's because rice daws water. another up the is to maybe p it on top of the refrigerator. there are also several ideas posted on the intern. >> if i had a blackberry, i

dead along the 5000 block of overlook avenue on southwest d.c. overnight. the chimney swifts were found just outside the large bl plains water treatment facility. at first, district officials thought they may have been kill by a contaminant from the facility. it turns out, the might go rating birds were chasing-the migrating birds were chasing bugs and hit by vehicle. and humans can get sick from their pet's food if it has been recalled or contaminated. some pet food contains additive that's increases the chance of salmonella or e. coli. health officials recommend keeping pet food and pet food dishes away from your kitchen and you should wash your hands often when handling pet food. a great day out there. plenty of sunshine. we've been waiting for the sunshine and fnally we have it outside. take a look at this. a beautiful shot of the city right now looking right across the area. plenty of that sunshine.

bar graph. she emailed her 42 page report to all her friends. now it has gone viral. she said she regrets what she did. many duke students say this is the last publicity the school kneads. back in 2006, a stripper accused three lacrosse players of raping them at a team party. those charges were eventually dropped. but the scandal still lingers. prince george's county police are investigating a cheating scandal. dozens of officers there accused of getting answers to tests given during their time in the training academy. darcy spencer is live outside police headquarters in palmer park this afternoon with this developing story. darcy? >> reporter: the press conference continues behind these doors involving the police chief, as well as prince george's county executive jack johnson, as well as the public safety director. this involvellegations that there were some cadets involved in cheating back in november 2009 athe police academy.

what the chief is saying and continues to say, there was no cheating involving these cadets them say they could face disciplinary action expulsion. the chief said it is unextra. there were allegations that they were given answers to questions. and even one cadet whoasn't there was given a 100%. but the chief said that cadet really did not exist. he said at particular cadet was there at the time and was given a score for the test and he was in fact. there hilton said there were a couple of instructors who did give out answers and appropriate disciplinary action has been taken. >> an additional review of the allegations made in the article indicates that section 115 did t engage many cheating.

that all it has thus far revealed that all these officers professionally and adequately took the appropriate tests. >> reporter: so again, police ief robbo hilton basically defending his officer saying they did nothing wrong. that there is in fact no cheating scandal involved here. he did iicate there were one or two instructor who had given out some answers and that disciplinary action had been taken. also, county executive jack johnson said there will be a top to btom review and audit of every piece of paper, to make sure everything was done appropriately. he they say there wano sign of cheating at this point. reporting live, darcy spencer, news4. >> thanks. the race r virgia's first congressional district has gained some national attention tonight after racy photos of one of the candidates was posted all

a woman makes a big paperful mistake with super glue. musical pigs help bring home the bacon for one farmer and justin bieber can't understand why he is being bombarded with phone cas from fans. all stories that make you say what? a warning, this story isn't for the faint of heart. an arona woman said she wound up in the hospital after she mixed up her eyedrops with super glue. she tried to wash the glue out of her eye after she realized the miake but it didn't work. so she wenl to the e.r. doctors were able to cut off the glue and wash out the woman's eye to prevent any major damage.

one thing a lot of folks are doing less of because of the economy is eating out. there are some good news for restaurants and bar workers. it seem diners are not scrimping on the tips they leave. according to th restaurant review guide, 91% ofiners surveyed sai they tip as much as now as before the recession. get this, 4% said they're tipping more. >> more americs are dealing with the pain of arthritis than ever before.

the debilitating joint problem affects one in five americans and it isxpected to hit millions more over the next two decades. >> as erica edwards reports, obesity could be contributing to the problem. >> i can see it. >> reporter: about one out of every five adults in this country suffers from arthtis. a painful condition that ocrs when joints begin to break down. experts say they expect that number to increase dramatically over the next two decades for two main reasons. americans aging and gaining weight. a new report estimates 76 million americans will have arthritis by 2030. a significant jump from the 50 million who have it now. and nearly half say the pain interferes with their daily lives. >> for some people, this means they can't get dressed. they can't climb stairs. they can't work. they can't enjoy recreational
